What is the penalty for not having a certificate?

Not having an Energy Performance Certificate for real estate sales and rent, as well as preparing a certificate unlawfully or without authorization, may result in a fine. The fine is not legislatively limited and can be quite substantial, for example, up to 5,000 PLN.
